According to the European Commisson's 2016 Spain country report, Spain's R&D intensity and innovation is declining. This is set against a backdrop of a relatively low number of innovative firms, limited incentives for university-business cooperation and institutional weaknesses leading to overlapping bodies and programmes to foster innovation activities. Spain's science funding is not performance-based. which reduces incentives to improve the quality and relevance of scientific output
